Judge Michael Paul Vicencia Elected 2009/2010 President of the California Judges Association

Judge Michael Paul Vicencia of the Los Angeles Superior Court was elected 78th President of the California Judges Association (CJA) by the group’s Executive Board at its meeting held today in Sacramento.  He will serve a one-year term beginning September 13, succeeding Judge Mary E. Wiss of the San Francisco Superior Court.  

Judge Vicencia began a three-year term on the Executive Board in 2007 and currently serves as a Vice President.  In addition to serving as an officer, Judge Vicencia has been active in legislative outreach having served on CJA’s Legislature Relations Committee since 2003.  Judge Vicencia was appointed to the Los Angeles Superior Court in 2002 and currently hears civil and probate matters in Department One of the Torrance Courthouse.  Judge Vicencia serves as chair of the Los Angeles Superior Court Legislation Committee, a member of the Legislative Relations Committee, Temporary Judge Committee, and he recently completed a 2-year term on the court’s Executive Committee.  He also serves as faculty for CJER’s New Judge Orientation program.  Judge Vicencia is a member and past president of the Ben Aranda Inn of Court.  Immediately prior to taking the bench, Judge Vicencia was with the firm of Prindle, Decker and Amaro, LLC. in Long Beach handling civil litigation, Unruh Act litigation, employment, excessive force, class action litigation, premises liability, products liability, construction defect and general negligence matters.  Off the bench, Judge Vicencia is active in sports, including swimming, cycling, and volleyball; he also enjoys a good movie.   Judge Vicencia received his J.D. from the University of the Pacific, McGeorge School of Law.  

Other CJA officers elected for the 2009/2010 term were:  
Vice Presidents:  Judge Kevin Brazile, Los Angeles Superior Court.  Judge Brazile is in his first year on the CJA Executive Board.  Judge Brazile has been involved in CJA education for many years, and most recently chaired the 2008 Midyear Conference Planning Committee.  He has also served on the Compensation & Benefits Oversight Committee.  Judge Brazile was appointed to the Los Angeles Superior Court in 2002.  He is currently assigned to a general civil calendar.  Prior to becoming a judge he worked for 18 years at the Los Angeles County Counsel’s Office and served as the Assistant County Counsel.  In 1994 he was awarded the Los Angeles County Sheriff’s Department’s Civil Attorney of the Year Award.  Judge Brazile is a graduate of UCLA School of Law.  

Judge Keith D. Davis, of the San Bernardino Superior Court, also in his first year on the Executive Board, was appointed to the bench in 1997.  Judge Davis currently is on civil assignment but has also handled juvenile (delinquency & dependency), civil and criminal calendars.  He has served three terms as Presiding Judge of the Appellate Division and on various court committees.  Judge Davis served as President and board member of the California Judges Foundation and is a past chair of the CJA Compensation & Benefits Oversight Committee.  He currently serves as a judicial advisory member of the Legal Services Trust Fund Commission and is President of the San Bernardino County Law Library Board of Trustees, as well as the Inland Empire chair of the Georgetown University Alumni Admission Program.  Judge Davis received his J.D. from Golden Gate University School of Law.

Secretary-Treasurer:  Barrett Foerster.  Judge Foerster is in his second year on the Executive Board.  He currently serves on the CJA Finance Subcommittee and is board liaison to the Probate and Mental Health Committee.    Judge Foerster was appointed to the Imperial Superior Court in 2003.  Since his appointment he has served in the criminal, family law and civil departments.  Judge Forester has authored, co-authored and served as editor for numerous CEB publications, and is set to serve on the Editorial Board of CEB’s Jefferson Evidence Benchbook.  He also currently serves on CJA’s Editorial Board for the association’s newsletter The Bench.  Prior to taking the bench, Judge Forester served for 21 years as a California probate referee.  He also specialized in employment law and was a certified family law specialist.  Judge Foerster received his J.D. from UCLA Law School.

The California Judges Association is the professional association that represents California’s 2,800 active and retired state judges, justices, commissioners, referees and State Bar Court judges.
